Guard/security dog also can live with family

He is an German shepherd cross Belgian malinois, security dog, great guard dog had him 6 months, I was told he was from Cyprus trained as a security dog cost £6,000 , . very protective about the home and outside,he does not like the neighbours and barks at every noise they've complained to housing unfortunately, he's muzzled in communal areas, when out near people/dogs as he sometimes barks at people and dogs but can go off lead without on a walk when noone around, I was told he was fully trained security dog in Cyprus . He is very loving tries to lie on you and leans for cuddles and paws you ,He is good with kids and adults he knows is wary of new people,.he's 5 years old not neutered, I've tried everything but it's not working out for him here, I've tried many rescues and he's on waiting lists.
